Mocks aristocratic pretensions of Society of the Cincinnati (organization of veteran officers of American Revolution) and eagle as symbol of the United States in January 26 letter to daughter Sarah; facetiously proposes native American turkey as better symbol. March, appointed by Louis XVI to investigate F. A. Mesmer's theories of animal magnetism; Rapport of August 11 and Exposé, read to Academy of Sciences September 4, conclude animal magnetism does not exist. May 12, formal ratification of peace treaty with Great Britain exchanged; Franklin requests on following day to be relieved from post to return home. Writes second part of autobiography, probably during late spring. Congress names Adams, Franklin, and Jefferson joint commissioners to negotiate treaties with European nations and Barbary States; they begin work August 30. Elected member of Royal Academy of History of Madrid.
